Phoebe has always been a pillar of Pine Valley society, although her personal life has not always been as rock solid. Her marriage to Charles Tyler suffered strains thanks to Phoebe's constant meddling in her children's lives, prompting Charles to spend more and more time with his secretary, Mona Kane. Phoebe was not pleased by this, and grew to have an intense dislike for Mona. Her estranged relationship with Charles, as well as her constant disapproval of her children's romantic partners, pushed Phoebe to drink heavily.

Desperate to keep her son Lincoln from remarrying Kitty Shea, whom she considered trash, Phoebe hired a destitute woman named Myrtle Lum to pose as Kitty's mother Lucy Carpenter. Kitty had never known Lucy, and Phoebe was betting that Myrtle could scheme to break Kitty and Lincoln up (after all, she was paying her). Myrtle had grown fond of Kitty and wanted to call the scheme off, but Phoebe wouldn't have it. When Mona Kane-who knew the real Lucy Carpenter-met Myrtle, she knew something was up. Myrtle confessed the whole plot to Mona and then faked "Lucy's" death. Mona went to Phoebe and promised not to tell her secret-on the condition that Phoebe grant Charles his long desired divorce. Phoebe was backed into a corner, but on the day of Lincoln and Kitty's wedding, she got drunk and spilled most of the details of her scheme involving Myrtle. With no more blackmail leverage for Mona to use, Phoebe refused to give Charles a divorce.

Lincoln and Phoebe reconciled as the family came together over the sudden death of Phoebe's granddaughter Beth, the child of her daughter Anne. With her family in crisis more and more, Phoebe's drinking increased. She was arrested for drunk driving and forced to spend some time in the Pine Valley jail. After a drunken fall down her staircase, Phoebe lied that she was paralyzed, which managed to get her jail time commuted. Phoebe used her paralysis to keep Charles around and try to repair their marriage, although the effort was futile, as Charles was deeply in love with Mona. Phoebe's hellion niece, Brooke English, was about to get kicked out of Phoebe's house, but Brooke saw Phoebe walking around one day and blackmailed her aunt into staying, threatening to reveal her paralysis lie if she was kicked out. Eventually Phoebe was miraculously "cured" of her paralysis.

Phoebe was not pleased that her grandson, Chuck, was dating ex-hooker Donna Beck. Phoebe took villainous Billy Clyde Tuggle up on his offer when Billy Clyde told Phoebe he'd lure Donna back to her life as a hooker for money. As many of Phoebe's schemes are apt to do, this one failed.

Phoebe was shocked when Erica Kane blurted to her that Charlie, Chuck's son, was actually the biological son of Phillip Brent. Despondent, Phoebe got drunk and blurted the truth to nearly the entire town, who were gathered at the same social event. Her announcement further alienated Charles from Phoebe, who eventually agreed to give Charles a divorce.

Phoebe soon met Professor Langley Wallingford and was charmed by the smooth operator. Little did Phoebe know that Langley was really con man Lenny Wlasuk, whom came to Pine Valley to steal her money! Langley soon found himself genuinely falling in love with Phoebe, and the two married. Langley's past as Lenny Wlasuk was revealed when a young woman named Hillary Wilson arrived in Pine Valley claiming to be Langley's daughter. Although Phoebe was shaken by the truth about Langley, her love for him was too strong to warrant a divorce.

Phoebe and Langley's marriage hit a major bump when con man Wade Matthews came to town. Determined to get his hands on Phoebe's money, Wade schemed to break Phoebe and Langley up. The two divorced, and Wade quickly charmed Phoebe into a quickie marriage ceremony in the Caribbean. Upon returning to Pine Valley, Wade attempted to kill Phoebe, but the plot was foiled. Phoebe divorced Wade and remarried Langley.

Happy in her marriage with Langley, Phoebe continued to meddle in the love lives of her relatives. Brooke was the recipient of much meddling, with Phoebe pushing her towards romances with Edmund Grey and Pierce Rielly. Phoebe's goddaughter, Cecily, was also the subject of many of Phoebe's set up attempts. Phoebe also began writing an advice column for Tempo "Dear Aggie."

After a fall on the Chandler Terrace, Phoebe fractured her hip, confining her to a wheelchair. This has not slowed Phoebe down in the slightest, as she has remained a lovable, if sometimes meddling, presence in her family's lives.
