Former NYPD Commissioner and author of the new book Vigilance, Ray Kelly, says the tone and timing of the police response to events like the recent police shootings are very important. Words matter and people should not rush to judgment. Joy Behar asks how much of these shootings are driven by fear and racism? Sunny Hostin also points out there is clearly a problem as black men are two times more likely to be shot by police than their white counterparts and asks Ray Kelly how this issue can be fixed.
